Coalition Defeats Environmental Crimes Bill

OLYMPIA, WA — A broad coalition of Washington agricultural, business, and labor groups successfully halted Senate Bill 5360 (2ESSB 5360) during the 2026 legislative session, blocking it in the House Environment and Energy Committee.

The legislation sought to introduce severe felony charges for regulatory infractions under the state’s Water Pollution Control, Clean Air, and Hazardous Waste Management Acts. While supporting environmental stewardship, the coalition warned that the bill’s sweeping language failed to distinguish between intentional “bad actors” and responsible workers navigating highly complex technical regulations.

Opponents argued the measure would create an unpredictable liability environment, risking immediate job loss and heavy legal fees for frontline employees over mere allegations. The coalition emphasized that state and federal agencies already possess robust enforcement tools—including civil penalties and license suspensions—to hold violators accountable without disrupting the state’s economic stability.
